hh_client lints are slow and unreliable in IDE

• it takes multiple seconds after fixing an error for the lint message to go away e.g. when fixing 55a81bb
• it does not report multiple instances of the same lint error - e.g. when I fixed the above instance, the IDE said no errors, but CLI (and CI) still showed the error later fixed by 3c9b5ee
