Update README to reference Hiero instead of Hedera - #1298

This commit updates the README.md to properly reflect that HIPs are now Hiero Improvement Proposals, not Hedera Improvement Proposals. The changes align with the transition to Hiero as an open-source project under the Linux Foundation Decentralized Trust. Changes made: - Updated logo from Hedera to Hiero - Changed Discord link to LFDT Discord channel - Updated site URL to hips.hiero.org - Replaced all references from "Hedera" to "Hiero" throughout - Added explanation of Hiero as an LF Decentralized Trust project - Updated PR submission instructions to reference hiero-ledger repo - Removed outdated Hedera-specific content - Updated disclaimer to reflect Hiero community governance The README now accurately describes the Hiero Improvement Proposal process and provides correct information for community contributors.
