Following Technical Committee acceptance on October 21, 2025, this commit: - Adds hedera-review-date: 2025-10-21 to all three HIPs - Adds hedera-acceptance-decision: Accepted to all three HIPs - Maintains status as Approved (not changing to Accepted) For HIP-1300, also updates account restrictions per Techcom feedback: - Large transactions allowed for accounts 0.0.2 and 0.0.42-0.0.799 - Explicitly excludes accounts 0.0.1 and 0.0.3-0.0.41 Signed-off-by: $(git config user.name) <$(git config user.email)> Signed-off-by: Michael Garber <michael.garber@hashgraph.com>
