Description:
This HIP proposes to modify the response payload of all Hiero APIs to include a new
Outcomemessage that can be used to return more details about the result of the API call. The goal of this addition is to improve developer experience, reduce debugging time, and support automation and SDK failure handling. The proposal in this HIP does not remove or modify existing structures, only adds new ones. Because of this, backwards compatibility should be maintained.
