Phase 1 — project-wide configured-sources-only audit

mainat41191ca2fe602df161db1628c56b17d8a6e14532(merged PR #16).This draft extends PR #16's source authority from automatic Daily collection to every reachable non-Fanfic production retrieval/replay boundary:
Fanfic/AO3 is explicitly unchanged and remains independent. No Event Fusion, Rust, Supabase, hosting redesign, translation redesign, or public Telegram publishing is included.
Confirmed baseline violations and the full entrypoint inventory are documented in
docs/audit/CONFIGURED_SOURCES_ONLY_PHASE1.md.Do not merge until all canonical CI gates are green on the exact final HEAD. This PR must remain draft for the Phase 1 audit task.
