Post-release repair for the cancelled production Run #154. The job never reached application validation or live bot execution because
apt-get install ffmpeghung for ~30 minutes. This change prefers the runner's preinstalled ffmpeg and bounds the apt fallback with 120-second timeouts/retries. It also adds regression coverage for the bounded bootstrap. No bot features, secrets, architecture, or state behavior are changed.
