Goal
Determine whether Daily can stay entirely on GitHub by moving production to a GitHub-hosted OS whose egress is not blocked by X/Cloudflare.
Safety

If one runner is reachable, a separate production PR can pin Daily to that runner. If all fail, GitHub-hosted infrastructure alone cannot restore complete X collection.
