This may only be part of the fix. For some reason some mappings are done at the end of ftplugin/org.vim. These are unavailable in the agenda view. I did not thoroughly check, but this seems to be the most important missing binding for terminal support in the agenda view.

Hello H. Sitz,
my repo now has a tiny patch that changes the behavior of <tab> (OrgCycle()). It is now more similar to the behavior in emacs orgmode: an item is only moved to the top of the window if, after opening, it extends beyond the last line of the window.
This reduces the jumping around of window contents when using <tab>.
If you like this patch, please pull it.
