Add namespace replace permissions flow

Summary

• add PUT handling to both sync and async clients plus shared request helpers so replace operations behave like create
• wire a replace_permissions helper into namespace handles, add tests for building PUT URLs and empty responses, and update shared scenario mocks to cover the new API
• ensure namespace permission replacement is exercised in both synchronous and asynchronous shared scenarios
