What does this PR do?
Adds RoMa i.e. Robust Dense Feature Matching (https://arxiv.org/abs/2305.15404) as a keypoint-matching model.
Fixes #36718
Following up on comment by maintainer. I checked open PRs/issues and none add RoMa.
