The bash steps with working-directory set to BUILD_DIR (C:\Open3D\build) were calling update_release.sh with a relative path, causing "No such file or directory" since the script lives in the repo checkout, not the build dir. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>

The gh CLI auto-detects the repository from the .git directory in the current working directory. All three "Update devel release" steps run from C:\Open3D\build (or invoke bash in a context without .git), so gh fails with fatal: not a git repository.
Fix: Add GH_REPO: ${{ github.repository }} to the env of each step, which tells gh which repo to target without needing a local .git directory.
