This PR refines the Spectral rule oas3-pdnd-security-defined by replacing the simple root-level security check with a custom JavaScript function.
The new implementation distinguishes between a fully unsecured OpenAPI descriptor and descriptors where security is declared only on some operations. In the latter case, the rule now reports the exact operations missing an explicit security requirement.
