chore: prepare v0.1.0-pre.43 release

Summary

• Bump ShareSurfer release metadata and current-release docs to v0.1.0-pre.43.
• Carry forward the merged startup ACL export mode fix so the packaged release includes Compact/FullEffective propagation through the launcher, TUI, startup config, operator plan, and generated rerun script.
• Refresh first-run/nonpermissive/command recipe examples to the C:\ShareSurfer-0.1.0-pre.43 release-root path.

Validation

• git diff --check: passed.
• Stale public pre.42 reference scan across README/docs/scripts/tests/.github, excluding internal review/superpowers docs: passed.
• pwsh -NoLogo -NoProfile -File tests/Invoke-ShareSurferTests.ps1: passed, 147/147 tests, 219 seconds.
• npm --prefix interface/standalone-dashboard run test: passed, 57/57 tests, 15 seconds.
• npm --prefix interface/standalone-dashboard run build: passed, 7 seconds.
• scripts/Test-ShareSurferReleaseReadiness.ps1: passed for 0.1.0-pre.43; package valid, unsigned pre-1.0, prebuilt dashboard included, dependency-age check not skipped.

Notes

Final release assets will be built and published from merged main after CI passes.
