Unify glossary linking; add GSA, OSDBU, SIN - #61

SIN already existed as a topic-only entry — move it into the core glossary so it auto-links. Add missing GSA and OSDBU definitions with chapter links for browse and in-chapter popovers.
Drop the core-only linking rule so curated and topic glossary entries all highlight once in chapter copy. Rename the former CORE export and update glossary browse copy to match.
