Summary

  • Adds core glossary entries for PIID (incl. PIIDs), FPDS, Data Bank, and USAspending.
  • Definitions match the Find chapter’s award-data framing (PIID trail, FPDS as lineage, Data Bank as SAM.gov award reports, USAspending for spend analysis).
  • Removes thinner/wrong topic stubs (topic-piid, topic-usaspending, and the exclusions-misdefined topic-sam-data-bank) so browse stays one correct entry each; shelf pills still resolve via the core terms.

Test plan

  • Glossary browse shows PIID, FPDS, Data Bank, and USAspending
  • Open /learn/find/follow-identifiers/ and confirm those terms auto-link
  • Confirm Find shelf topic pills for piid / sam-data-bank / usaspending still label correctly
  • Confirm Data Bank is not confused with SAM exclusions

Promote award-data identifiers into auto-linking core terms, tied to
the follow-identifiers chapter. Remove redundant topic stubs so the
glossary browse list stays a single entry per term.
Define SAM.gov Data Bank as the post-FPDS award-report destination,
and remove the topic stub that wrongly described exclusions data.
