Add more error catching, a configuration page, the ability to email alerts, and a setting to set the start date to the day the file was processed.

Ran into an error where a file the didn't have cart chunk didn't crashed the UpdateCartChunkEndDate method and didn't copy to the destination folder. Added checking in the WavFileUtils to make sure that it does crash the heads.
