feat: adjust Y-axis domain to filtered time range - #3419

- When a time filter is active, the Y-axis of the line chart now adjusts to reflect only the visible/filtered data range, instead of always showing the full data extent.
- This is an adaptation of the stale PR fix(line-chart): adjust Y-axis domain to filtered time range #3333 over the current codebase
