Add gouthampacha as a reviewer

What this PR does / why we need it:

Adds gouthampacha as a reviewer in the root OWNERS file to help with CSI driver (Cinder and Manila) reviews and other concerns across the project. Already an approver in pkg/csi/manila/OWNERS.

you may have seen me lurk, i'm plugged into the upstream manila project, and not a stranger in the cinder landscape. I've been around OpenStack development for over a decade. i do care for the manila/cinder CSI drivers here and can assist with PR reviews in these and maintain CI etc. Let me know if this self-nomination is kosher.
