- Updated to clinical-reasoning 3.23.0 and HAPI 8.2.0 (needed for debugging/logging enhancements) - TODO: add validation tests to ensure ConcurrentModificationException is not an issue (reported as issue in HAPI 8.0)

TODO - a test ensuring the validation concurrency issues present in HAPI 7.6.0+ have been resolved (see issue: hapifhir/hapi-fhir#6554)
