06-ui-requirements.md always filed query history under "useful soon after (not blocking V1)," never "Required," and the Phase 4 design spec made that deferral explicit before implementation started. The delivery plan's Phase 4 bullet list carried it over anyway and never caught up -- correcting the summary to match the spec's decision, not the other way around, plus a pointer so this doesn't need reconstructing again.
