[BUG] Download rate threshold must be greater than 0. (settings not saving)

Current Behavior

change setting, save, hit with Download rate threshold must be greater than 0.

This only started to happen when I updated a few days ago. Nothing has changed but the docker mage.

Expected Behavior

Save settings
