Add/Update/Remove States/Regions for Latvia

Description (*)

Added a patch to remove non-existing, update existing and create new states/regions for Latvia. This is a part of a state reform that happened in 2021.

Manual testing scenarios (*)

1. Run setup:upgrade, so that the patch is ran
2. Observe states in My Account -> Address Book or Checkout when country Latvia is selected. States like "Aglonas Novads" should be gone, states like "Dienvidkurzemes novads" should now appear.
