Mirrors createUser's style: looks up the user via getUserById and returns undefined if it doesn't exist, so callers can signal not-found without a try/catch.
Validates that name and email are present (400 if not), returns 404 when the id doesn't match an existing user, and 200 with the updated user otherwise — matching the validation and error style already used by POST /users and GET /users/:id.
Refreshes package-lock.json with upstream dependency patch bumps and adds NOTES.md documenting the plan, model, commit structure, and review for the update-user endpoint work.
