Updates the build-info generation script to allow producing a stable VSIX version for an initial GA release when no Marketplace history exists for the major-version series.
Changes:
- Adds a special-case path to use the
.csprojversion directly when the version is exactly1.0.0(stable) and noMajor.0.XMarketplace versions exist. - Updates error handling/messages for the “no Marketplace versions found” scenario outside that special case.
