Bump Scriptoria bits and dependencies

Description

This PR bumps the Scriptoria bits and related dependencies.

• Bumps Scriptoria-related binary refs: Scriptoria.dll, ScriptoriaCommonDefs.dll, SqlScriptoria.dll, SqlScriptoriaCommon.dll
• Updats supporting package versions and references
• Fixes break changes in scriptoria setup
• Removes the stale SqlCopilotCommon.dll project reference from Microsoft.SqlTools.ServiceLayer.csproj since STS no longer uses it

Tested on Mac, will test again on Windows shortly.

Edit: Tested on Windows and it's working fine.
