This is probably used somewhere outside of www-lib webservers, but i noticed it was being called twice for the www-lib-testing test server. Removed temporarily since it was installed manually via CPAN for testing.
This includes moving the shib support from the base to the fulcrum profile so that it is only added to fulcrum web servers. I'm also removing a long vestigial inclusion of fulcrum vhost supoprt on the www_lib web servers.
Without shib there is no collision between mod_auth_openidc and mod_shib
