Add ToolSparkr developer tools — direct tool links

5 free browser-based developer tools. Each link goes directly to the tool — no landing page, no signup, 100% free.

Generators section:

• Password Generator — generate strong random passwords up to 128 characters
• QR Code Reader — generate and read QR codes online

Transformation section:

• JSON Formatter — validate, format and beautify JSON data
• Base64 Encoder — encode and decode Base64 strings
• URL Encoder — encode and decode URLs

All tools are:

• Browser-based (no downloads needed)
• Direct links (each goes straight to the tool)
• 100% free (no signups, trials, or paywalls)
• Client-side only (no data sent to servers)

Previously submitted as #312 with incorrect URLs. This PR has corrected URLs pointing directly to each tool.
