fix(eval): preserve incomplete observation evidence

What changed

• allow missing snapshot and Harbor-version bindings to be represented as null only in INCOMPLETE observation evidence
• retain the existing strict string and digest requirements for VALID evidence
• add a regression proving missing bindings produce schema-valid, fail-closed evidence while the same payload cannot be promoted to VALID

Why

The documented agent-eval-validate path detects missing reproducibility bindings and builds an INCOMPLETE evidence payload, but then fails before writing it because the schema rejects the normalizer's explicit null placeholders. A completed 16-task paired Harbor evaluation reproduced this on current main. Operators lose the validation-failure record instead of receiving inspectable fail-closed evidence.

This is separate from PR #1256 and does not authorize any causal or valid evidence claim.
