Did we document anywhere how privileged PATs are managed (e.g. for pretranslation)?

The PATs created should match the privilege of the user creating it so I think its implied? |

I don't think that's how you designed it in #3834? |

You're right, I should mention that only a select "pretranslators" group can access the Pretranslation API. |

That is an admin document, not a user document though. I'm happy for that to be a follow-up if we decide to add it. |
