This PR adds end-to-end tests for Encaya on both Linux and Windows.
The Windows test follows the same intent as the Linux regtest, but uses PowerShell for Windows-specific paths, process startup, cleanup, port checks, and browser execution.
windows-testlib.ps1is shared test plumbing so the main test script stays readable.
