update bootstrap path and add condition similar to common/inventory
update path for bootstrap with isn
Add skip_validation: true for ISN. Validation must be skip for ISN with bootstrap. With validation, you cannot configure bootstrap and you have this kind of message IS_READ_ONLY(False) requires BOOTSTRAP_ENABLE != True. BOOTSTRAP_ENABLE valid values: [False, True]. '
update default for bootstrap since key bootstrap for ISN is under multisite.isn
