Integration test failures are due to the webapp issues from this morning, see the SRE team general channel. This change doesn't touch any of the python code.

What does this Pull Request accomplish?
Adds SCA scanning configuration and documentation.
The security-scanning section of CONTRIBUTING.md is duplicated across multiple repos and will continue to need updates, so I replaced it with a link to the handbook reference.
I created a team to use for code ownership of the scanning files.
