- Add "All Rounds" filter option that shows only rows with rounds assigned
- Fix TacticalMultiSelect toggle logic for proper option selection
- Add stratified cluster sampling workflow status endpoint and UI
- Fix MapView to prioritize selected area bounds over general bounds
- Update coverage endpoints to handle has_rounds filter
- Add building sampling support to cluster sampling activities
