This PR adds the instrumentation page scaffold for Rust documentation, addressing issue #9553.

Changes:

  • Created content/en/docs/languages/rust/instrumentation.md with sections for Setup, Traces, Metrics, Logs, and Next steps.
  • Updated content/en/docs/languages/rust/getting-started.md to include a link to the new instrumentation page.
  • Followed the Java instrumentation documentation structure as a reference while keeping the content specific to Rust.

The page builds and appears in the Rust documentation navigation.

Fixes #9553
