Bumps OGX_VERSION to v1.2.4+rhaiv.0, pulling in fix #6420 (vector store metadata persistence for Milvus/Chroma/Weaviate) via upstream v1.2.4.

Midstream: opendatahub-io/ogx#232 (merged), tag v1.2.4+rhaiv.0 created.

Note: lockfiles are not regenerated in this PR.
