…refresh 8.1.x timings. Split the backup/restore E2E test into resumable step groups with persisted state, fix ElastiCache name length limits, bump stack versions (OpenEMR 8.1.1, EKS 1.36, Terraform 1.15.7), and update deployment timing docs for faster 8.1.x startup.

Reverts accidental substitution of test-cluster values (account IDs, ARNs, EFS IDs, and scaling settings) back to deploy-time placeholders in the eight core k8s manifests.
Pin mimir-distributed to 6.1.0 (latest published chart), update POD_READY_TIMEOUT and OpenEMR version test expectations, and check yq before path resolution in test-warp-pinned-versions.sh.
