Configure Renovate

[ospk8s-renovate]

Add Renovate configuration for GitHub Actions SHA pinning.

Only the github-actions manager is enabled — Dockerfile references
(e.g. origin-must-gather) are excluded and managed manually.

After merging, Renovate will create pin-dependencies and version bump
PRs for GitHub Actions only.

Adding label do-not-merge/contains-merge-commits because PR contains merge commits, which are not allowed in this repository.
