This PR removes the Qodo PR-Agent GitHub Actions workflow configuration file that has been inactive since March. The workflow was configured to automatically review pull requests using the Codium-ai/pr-agent action powered by OpenAI. The removal is a cleanup effort following the decision to discontinue using this automated review tool in favor of other review mechanisms.

The last review was from March this year. I don't think we still plan to resume using it (and if we do, we can always re-introduce the configurations). See also openvanilla/fcitx5-mcbopomofo#230
