docs: add ratified Technical Charter and ratification record

Summary

Checks in the Technical Charter for Bifold a Series of LF Projects, LLC, ratified by the maintainers on October 22, 2024 — something we were supposed to do at the time.

• CHARTER.md — the ratified charter text, converted from the ratified document ("Bifold Technical Charter Draft 4-30-2024") to Markdown. Legal text is verbatim; only the Adopted date was filled in (October 22, 2024) and formatting normalized (LF-standard section/lettering layout, straight quotes, link syntax). A provenance block at the bottom records ratification details and the amendment process (two-thirds TSC vote per Section 8, LF Projects approval).
• docs/charter-ratification-2024-10-22.md — ratification record from the Oct 22, 2024 maintainers call: motion by Jason Leach, seconded by Bryce McMath, carried 5–0 by the maintainers present, with transcript timestamps.

Notes for reviewers

• The charter text was diff-verified word-for-word against the ratified source document; the only deltas are the Adopted date, the provenance block, and cosmetic normalization.
• The ratification record cites the meeting transcript but the raw VTT is intentionally not checked in.
