ci: Disable uv cache to fix dependency-glob annotation#104

The astral-sh/setup-uv action with enable-cache: true keys its cache off Python dependency files (requirements.txt, pyproject.toml, uv.lock, etc.). This repo has none — uv is only used for ephemeral 'uv run --with' and 'uv tool run' invocations — so the cache could never be invalidated, producing the warning: No file matched to [...*requirements*.txt,...pyproject.toml,...uv.lock]. The cache will never get invalidated. Removing enable-cache (default false) drops the useless cache and the annotation.
