Adds sitige-harness to the Pipeline frameworks & libraries section.
A three-layer Python harness (agents / validators / pipelines) for building reliable business automation pipelines. Async-native; ships with Prometheus metrics, OpenTelemetry traces, APScheduler-backed jobs with idempotency keys & DLQ, SQLAlchemy + Alembic storage, pluggable artifact stores (local / Qiniu / Aliyun OSS / Tencent COS), and a FastAPI surface for status/runs/manifest. Quality gates (ruff + mypy + bandit + pytest) and coverage floor are pre-wired.
