Description

This PR adds a completely new generic egg for the Arclight hybrid server software, enabling simultaneous execution of Bukkit/Spigot plugins alongside mods on Forge, NeoForge, or Fabric backends.

The submission includes the exported PLCN_v3 egg JSON configuration, an updated main README table, and a dedicated README file for the Arclight directory to ensure proper documentation. The egg has been fully tested and successfully launched a live server instance prior to submission.
