Adds an explainer detailing the problem of sites that are likely to get user interaction that exempts them from current BTM, which currently allows them to do bounce tracking at scale. The explainer outlines some possible incremental actions toward addressing that problem.
Following #98, adds the explainer to the
explainers/subdirectory. Should have no merge conflicts with #98.
