Basic split that separates the CRD into a different chart and adds a dependency to it from the main chart for projectcontour#21 For simplicity the CRD chart is given the same version as the main chart, a nice future improvement would be to version these separately Signed-off-by: Alex Nordlund <deep.alexander@gmail.com>

I'm opening this as a draft since #22 has stalled and this would be a very nice feature to have, but there's still some parts I haven't finished:
