Still open, but I want to be honest that I have not reproduced it rather than close it on a guess.

The theme ships no CSS for .tiled-gallery at all, so whatever Jetpack renders is what you get. When this was filed in 2016, Jetpack's tiled galleries used inline pixel widths that overflowed a narrow container, which matches the report.

Jetpack has since moved tiled galleries to a block that is responsive by default, so this may well be gone. Adding defensive CSS for the old markup would be shipping rules that likely match nothing.

If you can still reproduce on a current Jetpack and the current theme (2.2.5), a screenshot at phone width plus the gallery's outer HTML would let me add exactly the rule needed and nothing more.
