Sadly, this website now requires login. I guess we can consider other options for the same document. There is Wayback Machine state from 2024 that could be used instead. This url is from Women for Peace Association (in Portuguese). There is also this from a university (UFV, from Viçosa)

this is another problem related to contents but the issue by itself is related to current syntax of the initial document ; it involves its author rather than the translator for the specific knowledge he has of his language in the dedicated domain.

If the pdf have a compatible license, perhaps can be added to this repo and link from here

This is a secondary action If... perhaps... and requires deeper investigation, but the purpose of my PR is just to unlock quarto generation problem due syntax error left in the original page.

That intention of the PR is to fix the markup syntax is clear, and it indeed fixes it.

Since I'm Brazilian I felt it was interesting to point out that link isn't much useful considering that reader won't actually be able to to read it. But feel free to use this info as you want (to fix now or discuss in another issue/PR).
