Translate allowlisted fixture facts into importable packets under one dataset key so staging and production can be populated without fixture SQL.
Allow --linked with SUPABASE_DB_PASSWORD so bootstrap and dossier imports follow the same auth pattern as supabase db push.
Grants alone left the explorer seeing zero rows while the dashboard still showed data.
