Replace the five result states (likely_in_scope, possible_but_needs_more_evidence, etc.) with a route-based model (international_protection, family_unit, work_or_intention, vulnerability). Add vulnerability-situation step to the screener with locale-specific applicant-facing labels. Simplify evidence checklist, gate province on vulnerability route or registered_entity_online path, and reorder journey to ask asylum history before five-month stay.
