          Bump OpenCvSharp4.runtime.win 4.10.0.20241108 -> 4.13.0.20260302

Manueller Bump weil PR #19 nach dem Merge von PR #18 (OpenCvSharp4
4.10 -> 4.13) einen Auto-Rebase-Konflikt hatte. Die beiden Pakete
sollten synchron bleiben, also direkt auf main aktualisiert.

PR #19 wird im Anschluss als 'durch manuellen Bump in main ersetzt'
geschlossen.

Build sauber, 335/335 Tests gruen.
