What this PR does / why we need it:

• Adds feature to use a fixed registration address, such as a load balancer.
• fixes some bugs with using the playbook with OpenSuse Leap 15.5.
• fixes some issues with slow servers, increasing timeouts, changes starting rke2 via handler.
• Added a fixed_registration_address variable
• Added task to use the fixed registration address when it is defined in config.yaml
• Fixed CIS hardening task to pass when install directory is in /opt/
• Created new handler to start RKE2 Service
• Increased retries/delay/timeouts to account for slow servers
• Fixes previous version check

Testing

Tested on a 5 node OpenSuse Leap 15.5 cluster with 3 control plane nodes and 2 agents using a load balancer.
